The Ministry of Health and Mass Media, Sri Lanka has invited applications from suitably qualified candidates for contract-based, full-time vacancies at the Program Coordination Office (PCO) of the Asian Development Bank-financed Strengthening Integrated Health Care and Governance for Universal Health Coverage Program 2025–2030.
The program supports improvements to secondary healthcare services, communicable disease prevention and control, pandemic preparedness and health-sector governance throughout Sri Lanka.

Contract Basis – Full Time |
1. Deputy Programme Director
- Number of vacancies: 01
- Salary category: Category B under DMS Circular No. 02/2026
- Basic degrees: MBBS or BDS from a recognised university, or an equivalent recognised foreign degree.
- Postgraduate qualification: MSc in Medical Administration or Community Medicine.
- Professional requirement: Registration with the Sri Lanka Medical Council as a Medical or Dental Practitioner.
- Preferred qualifications: MD or Board Certification in Medical Administration or Community Medicine.
- Experience: Relevant managerial and foreign-financed development project experience as specified in the official advertisement.
2. Internal Auditor
- Number of vacancies: 01
- Salary category: Category D1 under DMS Circular No. 02/2026
- A relevant bachelor’s degree with the required accounting or professional examination and relevant post-qualification experience.
- Alternatively, an associate membership or similar professional qualification from a recognised professional body with relevant experience.
- Eligible Class II/III or higher officers of a Government All-Island Service may also apply according to the stipulated conditions.
- Internal audit experience in the health sector or a foreign-financed development project will be an added advantage.
3. Programme Officer – Governance & Engineering
- Number of vacancies: 01
- Salary category: Category F under DMS Circular No. 02/2026
- A bachelor’s degree from a recognised Sri Lankan university or an equivalent foreign degree recognised by the University Grants Commission.
- Alternatively, an accepted NVQ Level 5 or higher qualification with the required work experience may be considered.
- A master’s degree or diploma in Public Procurement, Project Management, Business Administration, Monitoring and Evaluation will be an advantage.
- Experience in the government, health sector or a foreign-financed development project will be an added advantage.
4. Office Assistant
- Number of vacancies: 02
- Minimum qualification: Passed the G.C.E. Ordinary Level Examination in six subjects.
- Credit passes: Four credit passes, including English and Sinhala or Tamil language.
- Passing the G.C.E. Advanced Level Examination will be an added advantage.
- A computer literacy certificate covering word processing, spreadsheets and presentation design will be an advantage.
- Government, health-sector or foreign-financed development project experience will be an added advantage.
Age Limit and Appointment Period
Age limit: Applicants should be below 64 years of age at the time of recruitment.
The maximum age up to which a selected candidate may serve in the program is 67 years.
Appointments will initially be made for one year and may be renewed annually based on satisfactory performance. The relevant positions may continue until June 2030, subject to the applicable conditions.
Salary and Remuneration
Salaries and allowances will be paid according to the applicable sections and annexures of the Department of Management Services Circular No. 02/2026. The vacancy advertisement provides salary categories rather than fixed monthly salary amounts.
