Applications are invited from eligible Sri Lankan citizens, including Government and Semi-Government officers, for a large number of vacancies available under the Disaster Rebuild and Rural Road Project of the Ministry of Transport, Highways and Urban Development.

The Disaster Rebuild and Rural Road Project is classified under the Over US$ 200 Million Project Category. Recruitment, salaries, allowances, benefits and other conditions of service are subject to the provisions of Management Services Circular No. 02/2026.

Project Director – Category A

Applicants generally require a successfully completed Bachelor's Degree in the relevant field together with a postgraduate Master's Degree, Associate Membership or similar recognized professional qualification.

The advertisement requires substantial managerial experience, including senior managerial-level experience. An alternative pathway is available for applicants holding Corporate or Fellow Membership from a recognized professional body together with the required managerial experience.

Deputy Project Director – Category B

Qualifications may include a Bachelor's Degree in the relevant field together with a Master's Degree, Associate Membership or equivalent recognized professional qualification and the prescribed managerial experience.

Certain Class I Government All-Island Service officers or officers of similar status in the relevant field may also qualify subject to postgraduate/professional qualifications and the required experience.

Chief Engineer / Senior Planning Engineer – Category C

Applicants may qualify through a Bachelor's Degree in the relevant field, Associate Membership or a similar recognized professional qualification, together with relevant managerial experience.

Alternative qualification routes are available for Corporate Members and qualifying Class I Government All-Island Service officers as specified in the official recruitment notice.

Procurement Specialist / Contract Administrator – Category C

The required qualifications generally include a Bachelor's Degree and relevant Master's Degree or professional qualification together with the prescribed managerial experience. A separate route is available for eligible Class I Government All-Island Service officers.

Engineer / Planning Engineer / Quantity Surveyor – Category D

Applicants generally require a Bachelor's Degree, or a qualification recognized by the University Grants Commission as equivalent to a degree in the relevant field.

Depending on the Engineer level, applicants may also require Associate Membership or a similar recognized professional qualification and the prescribed number of years of relevant experience.

Eligible Government All-Island Service officers may qualify under the alternative requirements specified in the advertisement.

Human Resource Administrator – Category D

Applicants require the relevant degree or equivalent qualification together with a Master's Degree or similar recognized professional qualification and the prescribed relevant experience, subject to the alternative Government Service qualification route given in the notice.

Accountant / Project Internal Auditor – Category D1

The recruitment notice provides several qualification routes, including relevant degree qualifications together with recognized accounting examinations/professional qualifications and relevant post-qualifying experience.

Applicants holding Associate Membership or similar professional qualifications and qualifying Government Service officers may also be eligible subject to the experience requirements.

Category F Technical & Professional Posts

• Bachelor's Degree or UGC-recognized equivalent qualification in the relevant field with relevant experience; or
• Relevant NVQ Level 7 qualification with prescribed experience; or
• Relevant NVQ Level 6 qualification with prescribed experience; or
• Relevant NVQ Level 5 qualification with prescribed experience.

Project Secretary Qualification

Applicants should have the required G.C.E. O/L and A/L qualifications together with a recognized Secretarial Course or be pursuing examinations leading to Chartered Secretary status, with the relevant experience required by the advertisement.

Chartered Secretaries with the prescribed relevant experience may also qualify.

Management Assistant

Applicants should have passed the G.C.E. O/L examination in six subjects with the required credit passes, including Language and Mathematics, and should have passed the G.C.E. A/L examination in one sitting as specified in the official advertisement.

Driver

Applicants should possess the required G.C.E. O/L qualifications, an appropriate driving licence covering the vehicle categories specified in the advertisement and the required driving experience.

Office Aide

Applicants should have passed the G.C.E. O/L examination in six subjects with at least two credit passes within the number of sittings specified in the official recruitment notice.

Government / Semi-Government Officers: Below 60 years

Other Applicants: Below 64 years

Salaries, allowances, benefits and other service conditions will be determined according to Management Services Circular No. 02/2026 issued by the Ministry of Finance, Planning and Economic Development.

• The vacancies will be filled on a full-time contractual basis.
• The initial appointment period is one year.
• Extensions may be considered depending on service requirements and performance.
• Selection will be based on a structured interview and applicable circular requirements.
• Selected applicants may be required to work anywhere within the relevant project area and/or Sri Lanka.
• Applicants must satisfy all qualifications and other requirements specified in Management Services Circular No. 02/2026.
